Smoking Is Not Allowed Everywhere in Sapporo
Under Sapporo City’s ordinance against littering, dropping cigarette butts and other waste is prohibited throughout the city. Certain areas between Sapporo Station and Odori are also designated as smoking-restricted areas, where violations may result in a fine.
Sapporo City is also considering expanding its smoking-restricted areas to cover all of Odori Park, Tanukikoji and parts of Susukino. As of October 2026, however, this remains a proposed expansion and should not be confused with the areas currently subject to the restrictions.

How to Find Designated Smoking Areas
Inside stations, airports and other facilities, look for cigarette symbols or signs marked “Smoking Room” or “Smoking Area.” Rules may differ for cigarettes, heated tobacco products and electronic cigarettes, so always follow the signs and instructions at each facility.
Smoking Areas at Sapporo Station & JR Tower
Where to Smoke Around JR Sapporo Station
Around JR Sapporo Station, designated smoking rooms are available in commercial facilities such as JR Tower. Smoking outside designated smoking rooms is prohibited throughout JR Tower.
The official floor guide for APIA, the underground shopping area connected to Sapporo Station, also shows designated smoking room icons. Locations may change due to redevelopment or renovation, so check the latest floor guide when you visit.

Tips for Finding a Smoking Room Near Sapporo Station
Rather than looking for somewhere to smoke on sidewalks or in station plazas, check commercial facilities such as JR Tower and APIA where designated smoking rooms are officially provided. Many facilities can be reached underground, making them especially convenient during Sapporo’s snowy winters or rainy weather.
Smoking Areas at Odori Park
Where Are the Permanent Smoking Areas in Odori Park?
According to the official Odori Park guide, designated smoking areas are located on the north side of West 3-chome and West 5-chome.
West 1-chome through West 4-chome, excluding the Sapporo TV Tower, are within a smoking-restricted area under Sapporo City’s ordinance. Do not smoke freely in the park or on surrounding sidewalks; use the designated smoking areas instead.

Smoking Areas During the Sapporo Snow Festival and Other Events
Odori Park hosts major events including the Sapporo Snow Festival, YOSAKOI Soran Festival, Sapporo Summer Festival and Sapporo Autumn Fest. During these events, venue layouts and restricted areas may differ from normal conditions, so check the official event map for temporary or designated smoking areas.
Smoking area locations and availability can change from one event to another. Do not assume that a smoking area used in a previous year will be available in the same place.
Smoking Near Sapporo Clock Tower & Sapporo TV Tower
Sapporo TV Tower is completely non-smoking and does not have a smoking area inside the facility. If you wish to smoke after visiting the tower, use one of the designated smoking areas in Odori Park.

Smoking Areas Around Tanukikoji Shopping Street
Where to Smoke Around Tanukikoji
Tanukikoji is lined with restaurants, shops and commercial buildings, and smoking rules vary by facility. Do not treat the shopping arcade itself as a smoking area. Check whether the restaurant, shop or commercial facility you are using provides a designated smoking room.
Under a proposal announced by Sapporo City in 2026, the entire Tanukikoji Shopping Street may eventually be included in an expanded smoking-restricted area. This is different from the current restriction zone, so visitors should also be aware of future rule changes.
Tips for Finding a Smoking Area Near Tanukikoji
Tanukikoji is located between Odori and Susukino. If your destination does not have a smoking room, consider using an officially designated smoking area in Odori Park to the north or a designated private smoking facility toward Susukino to the south.
Smoking Areas Around Nijo Market
Where to Smoke Near Nijo Market
Do not assume that Nijo Market itself is an area where visitors can freely smoke. Restaurants and commercial facilities have their own smoking policies and passive-smoking measures, so check the signs at each establishment before smoking.
Check Smoking Areas Toward Odori and Tanukikoji
Nijo Market is within walking distance of Odori Park and Tanukikoji. If you cannot find an officially designated smoking area nearby, walking toward the designated smoking areas in Odori Park is another option.
Smoking Areas in Susukino
Smoking Areas Around Susukino Station
Around Susukino, designated smoking rooms can be found in some restaurants and commercial buildings, and privately operated smoking facilities are also available.
According to official records from the City of Sapporo, “THE SMOKE BASE” at Susukino Zero Banchi opened in October 2025. The city has expressed the expectation that the use of designated smoking facilities will help reduce street smoking and cigarette litter.
Opening hours and conditions of use may change, so check the latest information and on-site signs before visiting.
Tips for Smoking Between Susukino and Tanukikoji
Susukino is also included in Sapporo City’s proposed expansion of smoking-restricted areas. As rules may change in the future, use designated smoking areas or smoking rooms rather than deciding where to smoke based only on street conditions.
Smoking Areas at Daiwa House PREMIST DOME (Sapporo Dome)
Where Can You Smoke at Daiwa House PREMIST DOME?
Smoking is prohibited at Daiwa House PREMIST DOME except in designated areas. According to the official website, smoking, including electronic cigarettes, is permitted in five smoking rooms on the 1st-floor concourse and at designated outdoor locations.

New Chitose Airport is one of the easiest major transportation facilities around Sapporo for travelers to find designated smoking rooms. According to the official airport information, smoking areas in the Domestic Terminal are located as follows:
- 1st Floor: 2 smoking areas
- 2nd Floor, inside the boarding area: 5 smoking areas

Designated smoking areas are also available in the International Terminal.

Check Whether the Smoking Room Is Before or After Security
One important point is that smoking rooms inside the boarding area can only be accessed after passing through security. The smoking room available to you will therefore depend on whether you are departing, arriving or still in the public area of the terminal.

Smoking Area Access on Baseball Game and Event Days
On professional baseball game days, accessible areas and pedestrian routes may differ from normal non-game days. Check not only the location of the smoking area but also whether you can reach it from your current floor or gate using the official map.
Smoking Rules to Know When Visiting Sapporo
Smoking-Restricted Areas and Designated Smoking Areas
In Sapporo, the presence of an ashtray does not necessarily mean that smoking is permitted anywhere around it. At tourist attractions and in public spaces, use officially designated smoking areas or smoking rooms.
Sapporo City is also considering expanding smoking restrictions in the city center. Rules around Odori, Tanukikoji and Susukino may therefore change in the future, and this guide will be updated as new official information becomes available.
Rules May Differ for Cigarettes, Heated Tobacco and E-Cigarettes
Some facilities have different rules for cigarettes, heated tobacco products and electronic cigarettes. Do not assume that heated tobacco or e-cigarettes can be used anywhere. Always follow facility signs and staff instructions.
Opening Hours and Facility Rules May Change
Smoking areas may be temporarily closed or relocated because of renovations, event operations or safety measures. At large facilities such as New Chitose Airport, Daiwa House PREMIST DOME and ES CON FIELD HOKKAIDO, checking the official floor or facility map on the day of your visit is recommended.
